There are three buildings that make up the entirety of Tokyo City Hall: Tokyo Metropolitan Main Building No. 1, Tokyo Metropolitan Main Building No. 2, and the Tokyo Metropolitan Assembly Building. Building No. 1, the tallest, is axially aligned with the Assembly Building with Citizens Plaza between the two.
